Doug Allen named new Virginia Railway Express CEO

Virginia Railway Express Chairman Wally Covington announced the appointment of Doug Allen as the agency’s Chief Executive Officer, after he was ratified by both transportation commissions, NVTC and PRTC. “The Operations Board felt that Mr. Allen’s background and his previous experience made him a perfect fit for moving VRE ahead in the years to come,” said Chairman Covington. Chairman Covington also noted that one of the things that stood out about Mr. Allen was the many innovative ideas he brings to the table through his leadership experience while at Capital Metro in Austin, Texas.

Mr. Allen is the former Executive Vice President and Chief Development Officer at Capital Metropolitan Transportation Authority and a seasoned veteran of transportation operations with over 30 years of experience in the public and private sectors.

Mr. Allen stated that one of his priorities will be to maintain VRE’s hallmark of customer service. He noted that it was clear through speaking with the Board and riders that the organization has a customer-driven philosophy at its core. Additionally, given his extensive knowledge and understanding of planning and market development, he said that one of his goals will be to implement long-term operational plans consistent with the VRE Strategic Plan.  The Phase 2 Long-Term Strategic Plan, as adopted by the Operations Board, calls for the commuter rail agency to explore new and innovative ways to expand service into areas such as Gainesville and Haymarket, as well as bring commuter rail service to Spotsylvania County. 

“I am very thankful to the VRE Operations Board for having the confidence in me to lead VRE in the years ahead. What stood out to me about VRE was their approach to service. It became quickly apparent that the Board’s focus was on their riders and that is something that I am very passionate about as well. I look forward to continuing to provide great service to our riders, while developing plans to help expand VRE rail operations,” said Mr. Allen.
