EMPS Commences Phase II of Chagala

EMPS Corporation (BULLETIN BOARD: EPSC) and LLC Chagala Hotels, announce
commencement of Phase II of the Chagala Hotel in the Port of Bautino.
Construction of Phase II, which will double the capacity of the hotel from
48 to 96 rooms, is scheduled for completion by September 2004.

The Chagala Hotel is owned and operated by Bautino Development Company, a
joint venture between EMPS Corporation subsidiary Caspian Services Group
Limited and LLC Chagala Hotels, a Kazakh hotel development and management
group. Phase I of the Chagala Hotel opened in March 2003 and is currently
fully occupied under a three year lease agreement.

EMPS Corporation maintains corporate offices in Salt Lake City, Utah and
Almaty, Kazakhstan. The Company provides oil field services such as
lodging and fresh water in the port of Bautino. In addition, the Company
has a fleet of six vessels operating in the Caspian Sea commissioned to a
consortium of major oil companies and its subcontractors engaged in oil
and gas exploration and development activities in the north Caspian Sea.
