Executive Board adopts the Paris 2024 Code of Ethics

Paris 2024 reaffirms its intention to stage an ethical and transparent Games.

The Paris 2024 Executive Board met today at the French Ministry of Sport, in the presence of Jean-Marc SAUVÉ, honorary vice-president of the French Council of State and President of the Ethics Committee.

The Paris 2024 Executive Board has adopted the Paris 2024 Code of Ethics, following a proposal made by the Ethics Committee, chaired by Jean-Marc Sauvé, honorary vice-president of the French Council of State. This benchmark text reflects the determination of Paris 2024 to impose the highest ethical and transparency standards in delivering an exemplary Games.

The Code of Ethics was the first project engaged in by the Ethics Committee, which was set up in July 2018. The text is founded on legislation and regulations currently in force and the values and principles championed by the Olympic movement. It is also inspired by existing codes of ethics created for other major events or by major international sporting federations.

The Code sets out the key principles applying to employees, volunteers and all members involved in the organisation of the Games, principles that will allow actions to be undertaken in anticipating and fighting conflicts of interest, promoting best practice in terms of ethics, and responding to the need for transparency in public life.
These principles will all be detailed in a good practice guide for team members, to be presented to the Ethics Committee.

In conjunction with Paris 2024, the Ethics Committee will ensure that the Paris 2024 Code of Ethics is observed.

The Paris 2024 Ethics Committee comprises six independent figures appointed by France’s highest institutions, the Organisation for Economic Co-operation and Development (OECD) and the national parliament:

Chair:
• Jean-Marc SAUVÉ, honorary vice-president of the French Council of State, appointed by the vice-president of the Council of State.
Members:
• Claudine ANGELI-TROCCAZ, assistant to the national ombudsman, vice-president of the security ethics body, appointed by the national ombudsman.
• Gérald BEGRANGER, deputy director of the French Anti-Corruption Agency, appointed by the director of the French Anti-Corruption Agency.
• Nicola BONUCCI, director for legal affairs at the OECD, appointed by the Secretary-General of the OECD.
• Alain LACABARATS, honorary president of the Court of Cassation, appointed by the first president of the Court of Cassation.
• Jean-Philippe VACHIA, honorary president of the Court of Audit, appointed by the first president of the Court of Audit.

Aude Amadou, member of parliament for the Loire-Atlantique department, and Michel Savin, senator for the Isère department, will also sit on the committee in an advisory capacity.
