HS2 will be the ‘Union Railway’ of England and Scotland

High Speed Two (HS2) Ltd is the company set up by the Government to consider the case for new high speed services between London and Scotland.

With demand for rail travel at high levels, and potentially set to grow further, HS2’s task is to investigate the benefits a new line would generate for the UK against its costs.

In the first instance, HS2 Ltd had been asked to focus its attention where existing capacity is likely to be most constrained – between London and the West Midlands.

Work began early in 2009, following HS2’s incorporation in January. By the end of the year HS2 will submit a report to the Government with a preferred route, including options, and a business case, including environmental, social and economic assessments. Following this HS2 will set out a proposed strategy for taking forward the detailed planning and delivery of Britain’s second high speed line, should Ministers decide to proceed.

HS2’s report will also provide advice on potential development of a high speed line beyond the West Midlands, at the level of broad corridors.
